BERKELEY (KRON) -- Two detainees who remain in the U.S. facility at the Guantanamo Naval Base in Cuba won't be moving to Berkeley anytime soon.

The Berkeley city council voted 4-1 with four abstentions not to offer and invitation to house the prisoners in the East Bay city.  Federal law already bars the settling of Guantanamo prisoners within the United States.

At the same time Berkeley councilmembers approved a resolution calling for "immediate end to the cruel, inhuman, and degrading treatment" of Pfc. Bradley Manning.  He's the Army soldier accused of releasing secret U.S. government documents to the web site Wikileaks.

The Pentagon denies mistreating Manning but activists say he's being held in unjustifiable conditions.
